Mr power windows have a mind of their own, 15% of the time they work, but the rest of the time they dont. And if i try to touch the circuit breaker for the power windows at the fuse panel i get my finger burned. ANYWAYS, has anyone had THIS problem? I think i might have a bad ground somewhere or somethin..

I had the same problem...i burned a "6" on my finger when I touched the circuit breaker myself...at any rate I found the problem to be when I took apart the window switch in the armrest and found the power and ground wires were exposed and touching together. All I did was wrap each in a lot of electrical tape and problem solved. No problems since but one of these days I'd like to get in there and use some wire crimps...good luck

This is common on the later years of Caprice and the Impalas. The years that GM added the on/off switch for the other three windows. When I pulled my door panel to find the problem, I found that the wires the run to the off/on switch were rubbing the sharp sheet metal bracket that supports the armrest portion of the door panel. The main +12v supply for the power windows was being grounded. After I repaired the damaged section of wire, I put wireloom on these wires, and I also used zip ties to hold a peice of wireloom over the sharp edge of the metal bracket. Never had a problem with it again.
